In Brazil, the secretary’s profession has been regularized by federal law since September 30th, 1985. This fact made possible the creation of class unions and of FENASSEC (National Federation of Secretaries) in August 1988.

FENASSEC is a national organization of secretaries independent of any political parties and union centers. It is compounded by twenty eight secretarial unions, working together following the same objectives. At the time of its creation, there were sixteen unions which needed a national organization to aggregate them. There are still some brazilian states without a union to represent them.
